《新英汉辞典》将 The project requires no fewer than a thousand workers. 译为“这项工程需要的工人不下一千人”。《远东英汉大辞典》则将 no fewer than 译为“不下于”“约有”。张道真《现代英语用法词典》(p.1511) 将 no fewer than 译为“至少有”。不知这些译法是否表达了 no fewer than 的真正含义？

在汉语里，“不下”“不下于”“至少”具有“不低于”，但有可能“高于”的意思，也就是说，它是用来表示概略数目的。然而英语里的 no fewer than（如同 no less than 一样）决不用于表示概略数目，而用于表示精确数目，再加上说话人“言其多”的口气，如同 no more than 表达“言其少”的口气一样。no fewer than five people 相当于 as many as five people。

现在用 no less than 来代替 no fewer than 的倾向已为大家所接受, 其意义和语气是相同的。
