water/waters

当 water 用作物质名词时,确实没有复数形式。但是 waters 不是用作物质名词,而是表示大量的水、广阔的水域、某个具体海洋、河流、湖泊里的水。例如: the waters of Nile(尼罗河水)、Thames waters(泰晤士河水)等。sands 也有类似用法: the sands of the Sahara(撒哈拉大沙漠)。
