He has gone to New York. 是说他此时已经到达纽约(He is in New York.)或者在赴纽约的路上(He is on his way to New York.),总之,此刻他不在出发地。因此 have gone 不能表示习惯意义,不能加 often, twice, frequently 等状语。一般也不能用于第一人称和第二人称。(× I have gone to New York.)

He has been to New York. 是说他去过纽约已经回来了。至少是去过一次,也许是多次。因此,可以加 twice, five times, before, in the past 等状语:

  1. I have never been to the south of England. (Walpole) 我从没去过英格兰南部。

  2. He has only been there two or three times. (Dreiser) 他只去过那儿两三次。

应当注意,Have you been to New York before? 这个句子,当说话人和听话人都在纽约时,也是可以用的。
