上面的说法都是不正确的。正确的说法应当是：

Welcome to China (England, our school)! 欢迎来中国(英国/我校)!

如与副词或介词短语搭配,则不用 to:

1. Welcome home/back/on board! 欢迎回国(回家)/归来(归校)/乘坐本次航班!

2. Welcome back to school! 欢迎归校!

3. Welcome to our factory! 欢迎到我们工厂来(参观)!

应当搞清楚,上面用法的 welcome 并不是动词,而是感叹词,因此,既不能加主语,也不能加宾语。

当然, welcome 也可用作动词, 但是, 此时它表示“迎接”“欢迎”这个动作:

1. He came to the door to welcome us. 他到门口来迎接我们。

2. I must go and welcome the new arrivals. 我必须去迎接新到来的人。

3. We were welcomed at door by the children. 我们在门口受到孩子们的欢迎。

4. ... I'm often asked why Bill and I have stayed together. It's not a question I welcome. (Hillary, Living History) ……常常有人问我:为何我和比尔还在一起。这是一个我不喜欢被问及的问题。

此外, welcome 还可用作形容词:

2. All suggestions will be welcome. 欢迎一切建议。
