《英语学习小百科词典》(上海外语教育出版社,p.358)说:
“用 providing that 来表示‘以……为条件’或‘假如’是不正确的。正确的表达法是‘provided that’。”
我认为上面的说法不符合英语的实际使用情况,因为我手头有 providing that 的证明例句:
We'll visit Europe next year, provided (providing) we have the money.
只要我们有了这笔钱，我们明年就去欧洲旅行。

同意你的说法。providing(that)如同provided(that)一样,也是一个引导条件状语从句的从属连词。只是后者比前者更正式一些。请看下面的实例：
