该书作者所提到的用法只是英国英语的用法。在英国英语中，确实是使用 one...one (one's) 这种用法（我国出版的辞书只收入了这一用法）：

起替代作用的(the) one (ones)可用定语从句来限制。当(the) one (ones)替代无生命的事物时,可使用that或which来作关系代词,当(the) one (ones)替代表人的名词或名词短语时,可使用who或that来作关系代词。但是,当关系代词处于宾语(包括介词宾语)地位时,常常采用零关系代词(即省略关系代词):
