我不大同意这种解释。我认为这里用介词 with 并没有什么错误。
此题考核的内容:用作不可数名词的 authority 与用作可数名词的 authorities 在意义和用法上的区别。authority 用作不可数名词时,作“权力”“权威”“影响力”解,可与介词 over 或动词不定式搭配。
