当有的读者问到 It would not make any difference to John if Richard came or not. 这个句子是否正确时，《英语难题解答 400 则》的作者回答说：“……原句中的 if 用错了，因为 if 用在这错句里的意义只有讲条件而没有提问题”，而必须更改为“It...whether...”（p.251）情况是否真的如此？

传统语法学家是反对使用if...or not的，认为这是一种累赘。但是，这并不符合英语的实际使用情况。if...or not除可用在宾语从句（见if...or not ）中之外，还可用在主语从句中：
It's still uncertain if (whether) he's coming or not. (EGS, p. 166) 他是否来还不能肯定。但是，当从句位于句首时，则只能使用 whether... or not，而不能使用 if... or not。
- Whether it rains or not doesn't concern me.
× If it rains or not doesn't concern me. 是否下雨对我关系不大。
- Whether he's coming or not is still uncertain.
× If he's coming or not is still uncertain. 他是否来,还不能肯定。
