我认为,除了 A(the taller) 之外,D(the tallest) 也是正确的。
这是我国英语教学存在很久的一个问题。我们想引用 R. Quirk 等人的解释来回答你的问题：
“最高级常常用于在两个人、两件事物之间进行比较，尽管在审慎的用法中有人避免这样用，而喜欢用比较级：
He is the youngest (of the two brothers).
He is the younger(of the two brothers).”
我们在PEG中也找到了这种用法：
Which(of these two) is the strongest? (PEG) （这两个之中）哪一个最强？
据此,我们建议,在英语教学中和各类英语试题中不宜再把两者之间进行比较时使用最高级判为错误。(参见 the larger/the largest)

答案为 C。能否选 B 呢？
上面的试题把复杂的语言现象简单化了。实际上，选项A、B、C都是正确的。选项B的正确性已在superlativeadjective中证明过了。现在来证明选项A的正确性：
